A falsifiable framework proposing that preventable economic mistakes concentrate at informal-formal interfaces, and that intelligence delivery — when the cost of information is small relative to the mistake it prevents — functions as productive infrastructure.

The Core Proposition

Every preventable economic mistake has a measurable cost. Where the cost of delivering the missing information is small relative to the cost of the mistake it prevents, intelligence delivery functions as productive infrastructure.

Three falsifiable sub-claims

H1 — The R Ratio

For any economic mistake preventable by delivering a specific piece of information, the ratio R = C_m / C_d can be measured. When R > 1 and the delivery mechanism is sustained, intelligence delivery is productive infrastructure.

H2 — Binding Constraint

At informal-formal interfaces, the primary binding constraint is mutual information asymmetry compounded by historical trust friction — not capital scarcity or regulatory exclusion. Closing the information gap can resolve friction that looks like a capital problem.

H3 — Citizen-First

If citizen prosperity gain is measured and optimised first, government fiscal benefit emerges as a trailing indicator — not the design target. This allows the framework to be proposed without surveillance or extraction connotations.

All quantitative findings are designer-asserted and carry trust weight 0.3. No field validation has occurred. The synthetic case studies may reflect optimism bias. Actual delivery costs are likely 1.5–3× higher than designer-asserted estimates. The behavioural assumption that information delivery leads to action is untested. The undercosting case (CHK-BW-0014-INF) — the highest-R case in the corpus — has no dedicated failure mode and is flagged as the highest priority for stress-testing before field validation.
